Politics of external threats: visibility, mining, and the national parks

The national Park Service is one of four federal agencies charged with administering America's public lands. The national parks, administered by the Park Service, are considered one of the most successful and admired examples of natural resource protection in the world. Today, however, the Park Service is faced with a new administrative and policy problem: impacts on park resources and values caused by activities external to park boundaries. This so-called external threats issue has placed the Park Service in the center of the political process as the agency attempts to deal with these adjacent activities. This study attempts to examine the problem of external threats by: (1) providing for a review of the development of the threats issue on the policy agenda, and (2) using two case studies to explain the behaviors of various actors on the external threats question, with a concentration on the Park Service. The two case studies are concerned with the decision on whether to lease tar sands in southern Utah, and with the protection of parks from existing visibility impairment.
