The effect of economic and environmental factors on cogeneration development in California

Cogeneration refers to the simultaneous production of electrical energy and mechanical or thermal energy from a single combustion source. By itself, cogeneration may provide benefits from the standpoint of the conservation of energy, and has long been used in many industrial applications. Recent federal regulations, rulings by the California Public Utilities Commission (CPUC), and environmental legislation in California have provided significant incentives for the development of additional cogeneration projects in this state. Specifically, the Federal Energy Regulatory Commission (FERC) issued regulations which require local utilities to purchase electricity produced by cogeneration processes at the most likely rate the utility would pay if it generated the electricity itself. The California Energy Commission (CEC) is presently encouraging industries in California to develop cogeneration projects and provides assistance to industry. To provide environmental incentives, legislation was passed to provide partial exemption from California's emissions ''offset'' requirement for cogeneration projects. The legislation requires the various California Air Pollution Control Districts to mitigate the emissions from such projects. This paper examines these developments as well as the interrelationships between the regulatory agencies that control such developments. The agencies examined are the CEC, California Air Resources Board (CARB), the various Air Pollution Control Districts (APCD's), and the U.S. Environmental Protection Agency (EPA), Region IX.
