A fluid for surfactant waterflooding a subterranean oil-bearing reservoir is prepared by contacting polymer with fresh water in the absence of a salt, thereafter combining the polymer solution and a salt solution, and finally adding a surfactant. The polymers may be any of those commonly used in polymer waterflooding such as polyacrylamides, cellulose ethers, and polysaccharides. The surfactant may be any anionic surfactant used in surfactant waterflooding. (12 claims)
