A generalized, deterministic Fokker--Planck equation with Eulerian coefficients is derived from the Vlasov equation without making use of the Markovian approximation. Such an equation is equivalent to a simpler (no time derivative) propagation equation for the average distribution f-bar , and identical at order E/sup 2/ with a previously derived non-Markovian quasilinear equation. By expressing the perturbed distribution in terms of f-bar , propagation of f-bar in terms of all of its past history is obtained, with space and time correlations of the orbit perturbations.
