Energy conservation in France

The authors review energy supply management and energy demand management in French energy policy since 1974. In 1973, when the first oil shock occurred, almost 80% of the energy consumed in France was imported. The increase in oil prices created external constraints, since the nation's trade balance was already showing a structural deficit. Since then, policy development has aimed to lessen dependence on imported energy in different ways: on the supply side, by diversifying external supply and developing internal supply through a large nuclear program; on the demand side, by substituting domestic energy (electricity) or fuels less dependent on foreign suppliers (e.g., coal) and by promoting energy conservation. The authors emphasize the accounting of energy conservation in 1975--1986.
