In the late 1980s, the Advanced Light Water Reactor (ALWR) Program, sponsored by U.S. and international utilities and managed by the Electric Power Research Institute, with the support of the U.S. Department of Energy Advanced Reactor Severe Accident Program, initiated an effort to develop an updated design-basis source term for the ALWR. The objectives in this effort were as follows: (1) Update TID-14844 and associated regulatory guidance by developing a source term based on actual core damage accident physical phenomena, i.e., a physically based source term. The update incorporated experience from the Three Mile lsland unit 2 accident and subsequent severe accident research and provides a more stable licensing basis for the ALWR. (2) Improve plant safety because fission product mitigation design will be based on more realistic source term phenomena. (3) Provide a realistic, technically correct source term as an input for developing the basis for simplification of emergency planning for the ALWR.
