Bi-based high-{ital T}{sub {ital c}} copper oxide superconductors, Bi{sub 2}Sr{sub 2}CaCu{sub 2}O{sub 8}, Bi{sub 2}Sr{sub 2}CuO{sub 6}, and a related material Bi{sub 2}Sr{sub 2}CoO{sub 6+{delta}} have been studied by photoemission spectroscopy. While common prominent structures at high-binding energies ({gt}2 eV) are attributed to oxygen 2{ital p} states in the Bi-O planes, emission near the Fermi level ({ital E}{sub {ital F}}) is different from one other, indicating that these states are oxygen 2{ital p} states hybridizing with the transition-metal 3{ital d} states. For the states near {ital E}{sub {ital F}}, the resonant behavior at the Cu 3{ital p}-3{ital d} absorption threshold and the photon energy dependence of the intensities are shown to be consistent with CuO{sub 3}{ital d}{sup 9}--O 2{ital p} hole local singlets formed within the CuO{sub 2} planes.
