William Derrickson believes he can transfer his successful experience in building St. Lucie Unit 2 in Florida to completing the Seabrook plant in New Hampshire. In describing his program management approach, Derrickson emphasizes the first step of putting Public Service of New Hampshire in control to organize the independent functions that had been controlled by several parties. He also adheres to strict construction scheduling, and is applying the same schedule for Seabrook Unit 1 that worked for the St. Lucie Unit 2. Key changes Derrickson plans for Seabrook include switching from contracts to ''force-account'' (fixed-price, lump-sum) bids. He also plans to reduce non-manual construction labor by 10%. There is more optimism over the possibility of restarting construction at the Marble Hill Unit 1 site, which would require an agreement on inspection and test criteria.
