An Annual Report to the President and the Congress on the State Energy Conservation Program (SECP) is required to be prepared and transmitted annually by section 365(c) of the Energy Policy and Conservation Act (EPCA), Public Law 94-163, 42 USC 6325(c). This is the thirteenth annual report; it discusses program activities from January 1 through December 31, 1988. For FY 1988, all states developed and implemented plans that were approved by their respective USDOE Operations/Support Offices. In their plans the states were able to design conservation programs that complied with the requirements of the legislation and at the same time were compatible with state and local needs. 4 tabs.
