Impact of energy-facility development on local government revenues

This study constructs a methodology for projecting changes in operating revenues in counties affected by energy development. It describes local socio-econmic effects of energy development, and discusses general approaches to assessing the direction and degree of those effects. Particular attention is given to the role of fiscal-impact analysis in planning for those effects. Criteria of equitability and of effectiveness for local operating revenue policies are presented, and a number of existing and proposed policies are described, including those related to locally generated revenues as well as intergovernmental transfers. Several approaches to projecting public revenues are discussed. Each is evaluated in terms of appropriateness, usefulness, and conceptual soundness. A general methodology incorporating those approaches is outlined. This methodology is applied in Wayne County, West Virginia, and Campbell County, Wyoming. Specific equations and procedures are developed for projecting federal transfers, state transfers, locally collected taxes, and fees and miscellaneous revenues. Examples of projection results are offered for federal general revenue sharing, state severance tax returns, state sales tax returns, county property taxes, local sales taxes, and county fees. Finally, the role of revenue projection in the development of impact mitigation strategies is discussed in the context of these two states.
