Transportation Safety Board urges speedy rail tank car changes. According to J. B. King (NTSB), the board is recommending that all 112A/114A jumbo tank cars used to transport chemicals be equipped with shelf-couplers by no later than the end of 1978, and that all 112A/113A tank cars be equipped with head shields by the same date. Despite industry testimony to the contrary at three days of hearings on rail accidents held by the board on Apr. 1978, King believes this schedule can be met, and has pointed out that other testimony presented shows that the manufacturing capacity of more than 100 private shops, in addition to the railroad shops, is more than adequate and that labor is ready and able to install the safety devices.
