Is a moratorium safe

Dr. Wiesner feels the US should initiate a non-negotiated nuclear-weapons freeze by announcing a moratorium on production, testing, and deployment and challenging the Soviet Union to respond in kind. If the Soviets decline, the moratorium would not be binding. Dr. Wiesner notes this would save all the time required for lengthy negotiations and provide more safety. It would not be disarmament, but an arrest of the arms race. (DCK)
