Displaced resources: Challenges to U. S. highway funding

Deterioration of highways in the United States has resulted from increasing highway travel and years of transfering highway funds to non-highway purposes. These include exemption of corn-derived ethanol, leaking underground storage tank funds, and more recently, the federal budget deficit. Inadequate funding suggests that detoured funds be redirected and/or fuel taxes and highway user fees increased if the U.S. is to continue its current mobility standard.
