Eight witnesses spoke at the April 15 and 28, 1980 hearings to authorize DOE appropriations for civilian programs as budgeted in S. 2332. Charles B. Curtis of the Federal Energy Regulatory Commission (FERC) reported that the agency is now, for the first time, able to complete more filings than it receives and is now reducing the regulatory backlog. The text of his statement is followed by testimony on recent budget proposals for the Energy Information Administration and the Economic Regulatory Administration. (DCK)
