Energy planning in Oregon: the implications for geothermal energy development

A review of Oregon's geothermal energy planning is presented. The Geothermal Task Force report reviews the status of geothermal development in Oregon, estimates the resource potential likely to be on-line by the year 2000, identifies barriers to development, and proposes five basic development strategies which set the parameters for 21 recommendations. A summary listing the elements of the Special Energy Program, which directly addresses development concerns for geothermal energy, is given. The elements include a resource assessment program, a geothermal development fund, state policy support for geothermal development, Geothermal Resource Conservation Act and Geothermal Resource Administration Act, well drilling impacts on district heating systems, modification of the energy facility siting council certification process, revision to the residential renewable resources tax credit program, an energy supply program, utility incentives, and energy and land use planning.
