Organic solvent cleaners - background information for proposed standards. Final report

Standards of performance are proposed under authority of section 111 of the Clean Air Act to limit the emissions of volatile organic compounds (VOC) and trichloroethylene, perchloroethylene, methylene chloride, 1,1,1-trichloroethane, and trichlorotrifluoroethane from new, modified, and reconstructed facilities in which solvents are used to clean (degrease) metal, plastic, fiberglass, or any other type of material. The proposed standards would require new, modified, and reconstructed solvent cleaning facilities to use the best system of continuous emission reduction, considering costs, nonair quality health and environmental impacts, and energy impacts.
