Energy costs and energy conservation programs in colleges and universities: 1972--73, 1974--75. [Booklet; survey report]

The Higher Education Panel Survey No. 31 was initiated to develop and implement programs that will encourage the efficient use of energy by colleges and universities and will foster awareness of emerging national energy policy. The survey (1) measures the increase in energy expenditures since the OPEC Oil Embargo (which occurred in the winter of 1973 to 1974); (2) assesses changes in energy consumption over a two-year period; and (3) examines some of the specific conservation practices of higher-education institutions. The years selected for study were the 1972 to 1973 and the 1974 to 1975 academic years. Specifically, each of the 536 respondents indicated for each year the amount of each type of fuel consumed and the total cost; the institution's involvement in three stages of energy conservation; and selected institutional experiences during the period of the Oil Embargo. Respondents reported only the amount of fuel used to maintain buildings and facilities; transportation fuel needs were excluded. Detailed statistical tables are contained in Appendix A. (MCW)
