In the Energy Policy and Conservation Act (P.L. 94-163), the 94th Congress authorized the creation of a Strategic Petroleum Reserve of up to one billion barrels of crude oil and petroleum products. The Act required the Administrator of the Federal Energy Administration to submit to the Congress by December 15, 1976 a Strategic Petroleum Reserve Plan detailing his proposals for ''designing, constructing and filling the storage and related facilities of the Reserve.'' To place that Plan in perspective, the introductory section identifies the events leading to the creation of the SPR, summarizes the enabling legislation, and discusses the relationship of the Early Storage Reserve (ESR) to the Strategic Petroleum Reserve. The chapters that follow are: An overview; Size of Reserve; Petroleum Products; Identifying, Selecting, and Developing Storage Facilities; Storage for Regional Petroleum Reserve and Noncontiguous Areas; Industrial Petroleum Reserve; Distribution Plan; Implementation of the Plan; Cost of the Strategic Petroleum Reserve; Economic Impacts of Establishing the SPR; and Environmental Assessment.
