Implications of the Department of Interior's August lease sale schedule on future offshore production. [Monograph]

In August 1977 the U.S. Department of the Interior issued a revised comprehensive four-year schedule of outer continental shelf (OCS) lease sales anticipated through 1981. Although OCS leasing in the Gulf of Mexico remained almost unchanged in the August schedule, Atlantic OCS leases were delayed an average of one year, and Pacific leases were delayed an average of 22 months. There has been concern with the effects these delays may have on offshore gas production in the future. Given DOI's August lease sale schedule, this analysis evaluates potential future Lower-48 OCS gas production levels under possible House-Senate compromise new gas pricing, and under conditions of full to less-than-full implementation of the DOI August lease sale schedule. Failure to meet the August Schedule would have serious adverse consequences for future Lower-48 OCS gas production--the loss of one sale annually could cut expected 1990 OCS gas production from 6.1 Tcf/yr down to 4.7 Tcf/yr.
