Actions vs solutions: the dilemma of energy policymakers

The Powerplant and Industrial Fuel Use Act illustrates how current policymaking procedures substitute action for the solution of problems by confusing steps to develop energy supplies with other issues, such as monopolies and windfall profits, poverty, and the impacts of existing policies. Reforms should acknowledge that policymakers cannot accomplish the impossible. Dr. Gordon also notes that energy policies should also avoid unnecessary complexity that will only stifle energy production. He feels the following should be examined in this context and reevaluated: (1) the validity of present air-pollution rules; (2) the possibility that new cooperative programs should replace Federal regulations; and (3) the possibility that state surface-mining rules might be more effective than Federal laws.
