Title: Making sense of S0[sub 2] allowances and NO[sub x] offsets

Independent power producers (IPPs) are accustomed to dealing with environmental issues. But many developers are fast becoming anxious about how they are going to meet the technology and offset requirements of Title I and Title IV of the 1990 Clean air Act Amendments. This paper reports on real questions as to when and how firms will need to acquire SO[sub 2] allowances and NO[sub x] offsets. Neither question has a simple answer. While allowance trading and offsets may seem similar, they are, in fact, different. An allowance is defined as the authorization to emit one ton of SO[sub 2]. It is well known that in the future many IPPs will need to acquire allowances in order to counter new SO[sub 2] emissions. These allowances can be acquired through an EPA-sponsored auction, which will take place around March of each year, or they can be acquired through an outright purchase form electric utilities or other entities holding SO[sub 2] allowances.
