Building Life Cycle Cost Computer Program (BLCC) 3.2 is an economic analysis software package for evaluating investments in building and building systems which reduce their long-term operating costs. It is especially useful for evaluating the costs and savings of energy conservation projects in buildings. BLCC computes life-cycle costs, savings-to-investment ratio, net savings, internal rate of return, and cash flow analysis for project alternatives. It is appropriate for Federal and private sector use, as well as for state and local governments. Included on the BLCC diskette is a stand-alone program called DISCOUNT 3.2. It computes present values of future amounts and periodic amounts, and annual-value equivalents of present and future amounts. The updated version contains the energy price escalation rates and discount rate that applies to federal building analysis in FY 1993 and includes several minor improvements in the user interface.
