This paper focuses on congressional involvement in policy for the International Energy Agency, a transgovernmental organization designed to safeguard the West's oil supplies, and concludes that Congress has played an important, but easily misunderstood, role in protecting domestic interests from hasty action by the Executive Branch and that the international energy policy arena offers an opportunity for reasserting congressional power. 58 refs.
