Radioactive waste disposal standards: Promulgation and compliance

In October 1992 the Waste Isolation Pilot Plant (WIPP) Land Withdrawal Act was enacted. Among other things, this law provides some important new directives that significantly expand the U.S. Environmental Protection Agency's (EPA's) role at the WIPP. The act requires EPA to (1) finalize environmental protection standards for the management and disposal of spent nuclear fuel and high-level and transuranic radioactive wastes; (2) review and approve/disapprove the U.S. Department of Energy's test and retrieval plans at the WIPP; (3) establish criteria for determining whether the WIPP complies with the radioactive waste disposal standards; and (4) evaluate whether the WIPP complies with the radioactive waste disposal standards. This paper focuses on the EPA's promulgation of final radioactive waste disposal standards and compliance criteria.
