This is the final report of the Rand Corporation's study on Californians' attitudes towards nuclear power and the nuclear energy initiative (Proposition 15). This report was drafted before the accident at Three Mile Island, Pa., and so does not address the question of the effects of the accident on public opinion. The report describes public attitudes on the nuclear energy issue prior to the campaign. It explains the individuals' decision to vote for, against or not at all on the proposition. Also, the report analyzes the effects of the campaign on public opinion. The implications of the California election for national reaction to the nuclear issue are discussed. The study found that through 1978, two-thirds of the general public supported continued nuclear development and accordingly voted against the proposition to limit it.
