Deregulation of bulk power and transmission markets - a CEO`s vision

The 1990`s are a time of unprecedented change in the structure and regulation of bulk power markets. The Energy Policy Act (EPAct) of 1992 gave FERC the authority to order transmission service for wholesale customers and competing generators. It also allowed major power suppliers to enter the competitive independent power market. The policy changes are gathering force, bringing with them a restructuring of bulk power markets and greater competition. Topics included in this article are as follows: transmission pricing and loop flows; grid companies and retail wheeling; new industry structure; and applying lessons from other markets.
