The U.S. Dept. of Energy (DOE) is in the process of implementing a set of performance requirements for material control and accountability (MC A). These graded requirements set a uniform level of performance for similar materials at various facilities with respect to the threat of an insider adversary stealing special nuclear material (SNM). These requirements are phrased in terms of detecting the theft of a goal quantity of SNM within a specified time period and with a probability greater than or equal to a specified value and include defense in-depth requirements.
