API/SC-PCO Southern California 1978 oil spill test program

In a field test sponsored by the American Petroleum Institute and the Southern California-Petroleum Contingency Organization (API/SC-PCO), Alaskan crude oil was used to generate seven small (5-20 bbl) oil slicks for testing dispersant application methods and mechanical cleanup equipment in an offshore test zone in southern California in Sept. 1978. The slicks were sprayed with low-toxicity dispersants (Corexit 9527 and BP 1100 WD) by means of a helicopter, a crop-dusting monoplane, and two types of boat-mounted spray systems. A Cyclonet 100 centrifugal skimmer was tested on an eighth slick. The technical and operational testing was supplemented by detailed chemical and biological monitoring studies and by extensive motion picture and air photographic coverage. The dispersants dispersed the Alaskan crude oil. The four dispersant application techniques are all viable methods for applying dispersants to oil spills at sea. The Cyclonet recovered oil, but the test slick was too small to assess the Cyclonet's probable performance in a major spill situation.
