This is the 1995 annual edition of energy price indices and discount factors for performing life-cycle cost analyses of energy conservation and renewable energy projects. It supports the Federal life-cycle costing methodology by updating the energy price projections and discount factors that are described, explained, and illustrated in the National Institute of Standards and Technology (NIST) Handbook 135 (HB 135). It supports private-sector life-cycle cost analysis by updating the energy price indices that are described, explained, and illustrated in NBS Special Publication 709 (SP 709). It also supports the Energy Conservation Mandatory Performance Standards for New Federal Residential Buildings (10 CFR 435) by providing a table of factors for updating appliance label values.
