Florida Power Corporation's load management system

Load management is a demand side resource started by Florida Power Corporation (FPC) in 1981 to defer 825 MW of additional peaking capacity needed by January of 1995. It is a volunteer program with over 260,000 residential customers presently participating and 40,000 customers being added each year. These customers allow FPC to interrupt selected appliances in return for a credit on their electric bills. This article provides an overview of the load management system developed by FPC. During peak periods, water heaters and pool pumps can be interrupted for up to five hours continuously. Central heating and air conditioning can be interrupted for up to 16.5 minutes out of every 30 minutes. At present appliance saturation levels (pool pumps 12% water heaters 94%, heating 82%, and air conditioning 87%), the average load management customer is worth approximately 2 kW and 1 kW of demand reduction during the winter and summer peaks, respectively.
