It comprises: a layered metal oxide containing interspathic silica having a d-spacing of a least about 10 angstroms and a metal selected from the group consisting of chronium, molybedenum, tungsten, iron, cobalt, nickel, palladium, platinum, ruthenium, rhodium, osmium and iridium, wherein the layered metal oxide is a titanate.
