Land use planning techniques for surface-mined land

Concern over the productive and beneficial use of reclaimed surface-mined land has increased over the past decade, to the point that surface mine operators are required to evaluate the utility and capacity of the reclaimed land to support a variety of alternative uses before they even begin mining. A process has been developed to aid mine planners and public planners in the evaluation of postmining land use potential. It involves the application of site planning principles to surface-mined land in a way that ensure productive end use of the reclaimed land. The process is described. In many cases, if not most, returning the land to its premining use will be the selected alternative. However, by routinely considering alternative uses, unique opportunities for achieving better economic or social use of the land will not be lost.
