The seven witnesses at the hearing included former Ambassador to Saudi Arabia James Akins, representatives of the petroleum industry, and the Departments of State and Energy. At issue were the long-term consequences of the drop in oil prices, particularly as they encourage imports at the expense of domestic production. Oil industry spokesmen reported the effects on local economies, employment, future supplies, and dependence upon OPEC imports. The witnesses traced the history of oil prices and US levels of domestic production and imports. They also examine the significance of the strategic petroleum reserve and the relative merits of an import tax on oil.
