Cleveland, Ohio residents will be able to invest in a $40 million bond sale to expand a public power system that competes directly with a private utility. Residents in 10 wards will be able to choose which utility service they want. City Council, after holding extensive public hearings, agreed to focus the expansion into a predominantly black area, where it is hoped that public power will provide incentives for businesses and industries. The private company vows to compete heavily with safe, reliable service in its marketing efforts. Proponents point out that the competition has existed for 80 years. Customers should benefit from the competition with both better service and lower rates.
