Development of the EPA urban area source HAP emissions inventory for use in promulgation of CAA Sections 112(c)(3) and 112(k)

Sections 112(c)(3) and 112(k) of the Clean Air Act (CAA) require the US Environmental Protection Agency (EPA) to identify source categories and subcategories of sources of hazardous air pollutants (HAPs) in urban areas that pose a threat to human health. Specifically, the EPA must identify sources of at least 30 HAPs that present the greatest threat to urban populations, and assure that sources that account for 90% or more of the aggregate emissions are subject to regulation. In addition, a national strategy must be developed to reduce cancer incidence attributable to these pollutants by at least 75%. In order to address the requirements of sections 112(c)(3) and 112(k), EPA compiled a national emissions inventory for 40 potential 112(k) HAPs. This inventory includes available major, area, and mobile source data for each of the 40 potential 112(k) HAPs for the base year of 1990. The inventory is allocated to provide an estimate of urban vs. rural emissions and major vs. area vs. mobile emissions. EPA used the emission inventory to determine the universe of anthropogenic emissions of the 40 potential 112(k) HAPs in order to identify source categories emitting those HAPs already subject to regulation. The 112(k) inventory data and ambient monitoring data were used to develop a final draft list of 112(k) HAPs, to identify additional source categories which should be listed in order to achieve the goals of sections 112(c)(3) and 112(k), and to establish a baseline from which progress toward meeting the goals of sections 112(k) and 112(c)(3) are met. This paper discusses the development and use of emission inventories for sections 112(c)(3) and 112(k) of the CAA, presents a summary of the emission inventory, and describes the use of the inventory in determining regulatory policy.
