Interior okays Santa Ynez production

Exxon Co. and partners have their first victory--a federal production permit--in the long struggle to produce major oil reserves they have found in the Santa Ynez unit of California's Santa Barbara Channel. Next comes a confrontation with county and state agencies-- and possibly with the voters of Santa Barbara--over construction of onshore facilities to treat and store production. Because of the uncertainty of state and local approval, Exxon has no specific timetable for bringing on production the first of the 3 fields--Hondo--in the 83,000-acre unit. But if the permits come through with reasonable speed, production could start early in 1977 from a 28-well, 940-ft platform in a record 850 ft of water. Production from the 28 wells would be in the range of 30,000 to 40,000 bpd. An alternate production plan also has been cleared to bypass the local opposition.
