How the wastewater treatment plant proposed for the town of Hillsborough, New Hampshire qualified as an innovative project under the Clean Water Act of 1977 (PL 95-217) is described. The project was able to qualify as innovative based on considerable energy savings projected for the project. As a result of the approval as innovative, the town will receive additional construction funds and save from 30 to 70% in energy for operation of the treatment facility. The facility will incorporate rotating biological contactors, solar-heated anaerobic digestion, and methane recovery.
