Financial Highlights: Federal Columbia River Power System for the Fiscal Year Ended September 30, 1987: Financial Summary.

Technical Report ·
OSTI ID:6813283
The financial conditions experienced by BPA during 1987 included: one of the worst water years in a century---the tenth lowest water runoff in 62 years of record---that caused curtailment of surplus energy sales and commensurate revenue declines for six months (from February through August); extra-regional demands for access to low-cost BPA power; tougher competition from inside and outside the region with continuing surpluses of electricity and other energy; an unusually mild climate year and reduced demand for electricity; and mounting customer dissatisfaction over BPA rates, and concerns about future rate stability. Revenues of $1674 million in 1987 were down $114 million from 1986 revenues of $1788 million. They were $371 million below planned revenues for the year based on rates set in 1985. Prompt and effective management action was required to ensure BPA's scheduled payments to the US Treasury.
