Central Oregon Project Energy (COPE) was a special energy planning project with local governments in Deschutes County. COPE examined many ways to increase the efficient use of energy in Central Oregon. One of the major project activities involved writing amendments to zoning ordinances to ensure protection of solar access to buildings. This report presents the results of that project activity.
