API hopes for an improved National Energy Plan

The American Petroleum Institute (API) president reviews the industry's position that a national program of incentives is needed to encourage the discovery of new oil. While agreeing with the basic principles of the National Energy Plan proposed by President Carter, the API feels gradual decontrol of crude oil and natural gas prices to be the most economically sound approach. The API endorses conservation, but feels national policies must first remove the artificial barriers to energy production. The industry has testified that, while it is unable to quantify the exact amounts of additional reserves, legislation that will encourage exploration and development has not resulted from the President's stated basic principles.
