This paper is one of a series presented on behalf of the Systems Operation Subcommittee with the intent of focusing industry attention on current problems faced by electric utilities in the operation of the bulk power supply system. The proliferation of Special Protection Systems (SPS's) is having a major impact on the operation of the bulk power supply system. SPS's make system operations much more complex. Four short note reports are presented by personnel involved in operating major power systems where significant use of SPS's is made. One report deals with the impact on the System Operator. The second is concerned with documentation problems. Another illustrates how the rapid proliferation of SPS's makes operations more difficult. The final short note highlights reliability concerns and the need for redundant systems. The reports presented here are intended to expose and clarify the nature of these operational concerns and problems. Power system planners, engineers, designers and operators need to by cognizant of the impact of SPS's. It is the objective of the Current Operational Problems Working Group to solicit discussion and stimulate awareness of these concerns, to the end that power system reliability will be enhanced.
