The conference committee report accompanying H.R. 5653 recommends eliminating 31 of the Senate and 7 of the House amendments in order to bring the bill into agreement. The joint agreement would appropriate $138 million for general investigations, and directs that project financing and cost sharing be withheld pending the passage of the required legislation. The report specifies allowances for individual projects. It appropriates $864.5 million for construction, which is also a compromise between the higher House and lower Senate figure. A $2 billion DOE appropriations for energy research and development projects, and defense-related activities. Compromise figures for independent agencies cover $2.3 million for the Appalachian Regional Commission, $448.2 million for the Nuclear Regulatory Commission, and $129.6 million for the Tennessee Valley Authority. The total conference agreement is $15.4 billion.
