Environmental assessment experiences in Eastern Europe

Due diligence for acquisitions and joint ventures by multi-national companies in Eastern Europe usually mandates Phase 1, and even Phase 2 environmental assessments. There are many unique problems associated with performing environmental assessments in the former Soviet-block nations. This paper will review the author`s experiences in completing Phase 1 and Phase 2 environmental assessments in Romania as part of the acquisition of a major aerospace manufacturing facility. Topics covered will include the selection of an international consulting engineering firm; establishing a relationship with local technical experts; overcoming cultural and language barriers; dealing with local contractors and lack of equipment; relationships with national and local environmental regulatory officials; and field work experiences and results. The purpose of the paper will be to create an increased awareness for environmental professionals on the challenges and opportunities when conducting environmental assessments in Eastern Europe. The information presented will be of value to consulting engineers who may be considering working in Eastern Europe; and to environmental specialists from companies considering acquisitions or joint ventures in the region. The paper will be illustrated with photographs of typical field conditions and locally-available equipment encountered during the Phase 1 and Phase 2 assessments in Romania.
