Ozone and aerosol measurements made from aircraft in the plume of a power plant near St. Louis are analyzed. The results indicate that a close link exists between the formation of ozone and of aerosols in power plant plumes. It is suggested that the condition of the background air mass (i.e., the nonmethane hydrocarbon loading), the extent of plume-background interactions, and photochemical processes are the most important factors in the cogeneration of ozone and aerosols in plumes on warm summer days in the Midwest. Plume data from Project MISTT are used to identify three stages of daytime plume development: an early stage dominated by the primary emissions and an ozone deficit, an intermediate stage dominated by enhanced ozone and aerosol formation in plume fringes as the early manifestation of entrainment of background species in the plume, and a fully developed quasi-steady stage in which the entire plume has matching levels of the background species. Secondary pollution, which increases rapidly as the stages develop, dominates in the plume as the plume gradually advances to contribute to the regional-scale background.
