Until recently, many paper recycling mills were only interested in preconsumer waste (paper that had never been passed through the consumer's hands). This requirement has since changed. New technologies have enabled companies to develop products from postconsumer wastepaper. Postconsumer waste is paper which has been used and discarded by the consumer. The number of products and companies using postconsumer waste as a raw material has grown rapidly, along with the demand for this raw material. Three essential elements are involved in an inplant recycling program: collecting the materials, preparing and sorting, and marketing the sorted products. These essentials are described as well as types of waste paper, processing requirements, and contaminant limits.
