Water for energy: an approach to comprehensive impact assessment

A comprehensive research effort for dealing with energy development and related water problems is proposed. A framework for application to the problems of water allocation and use within the Colorado River and Great Basin regions is outlined. A heuristic decision-making model providing guidance to policy-makers in dealing with such issues as the theoretical maximization of gross regional product, regional social welfare, and the region's contribution to national economic objectives is described. The proposed model offers a structure for application and integration of various data types to a range of situations arising from possible impacts from energy proposals. Focus is on water and energy relationships, but the model provides a framework for comprehensive analysis of environmental actions and resulting system perturbations and effects. Procedure and design of the model are discussed. (22 references)
