Siting the MRS - a lesson in how even bribes don`t work

The difficulties surrounding the siting of nuclear waste facilities, whether for treatment, storage, or disposal, illustrate and magnify the generic problems facing those who wish to site hazardous waste disposal facilities in the US. Even the Monitored Retrievable Storage facility (MRS), DOE has not found a community willing to host the spent nuclear fuel even on a short term basis, and recent experience even government `bribes` to host communities may not overcome the overwhelming negative perception. This article discusses both the history of this issue and the problem as it stands now. Topics include: the Nuclear Waste Policy Act (NWPA) and its early failures; NWPA amendments; `bribes` for reluctant MRS `Volunteers`; volunteers and dropouts; 1998: U.S. ownership of spent fuel from nuclear utilities brings new problems; the search for need and acceptance.
