Federal environmental litigation in 1976: the Clean Air Act

Federal litigation concerning the Clean Air Act often confronts the issue of determining the economic and technological issues and the roles they play in EPA decisions. The problems encountered in the approval of implementation plans, nondegradation policy, control of motor vehicle emissions, and review of EPA enforcement orders are discussed. Several landmark court decisions are examined, and the overall effectiveness of EPA's enforcement of the Clean Air Act policies is reviewed. 310 references.
