Exact equations are derived for the growth rate of plasma waves for the case in which electrons are trapped in potential wells of plasma waves (the Kruer--Dawson--Sudan instability mechanism) in the case of a low density of trapped particles and a small wave amplitude. The maximum wave growth rate is shown to be proportional to the effective plasma frequency of the trapped electrons, which is governed in turn by the zeroth and second components of the Fourier density of the trapped particles. An instability does not occur in the case of a delta-shaped trapped-particle density.
