IG slams DOE oversight of contractor bonuses

Despite millions of dollars in questionable or unapproved pay practices by its contractors, the Energy Department last year signed a new contract with a major laboratory operator that explicitly removes federal control over lab executive salaries, a DOE inspector general investigation has found. Inspector General John Layton said the department signed the contract with the University of California in late 1992 even though top DOE officials vehemently objected to the virtual elimination of DOE approval of salaries paid to top executives at DOE's Lawrence Livermore, Los Alamos and Lawrence Berkeley Labs. The protesting officials said the lack of [open quotes]proper and necessary[close quotes] DOE oversight appeared to violate the department's own procurement regulations. Furthermore, they expressed concern that the University of California contract would prompt other DOE contractors to seek less DOE review of executive salaries.
